Steven Chang, the Managing Partner of CID, is the founding partner and visionary of CID. Formerly, he was a Vice President of the Investment Department of China Development Industrial Bank (CDIB). At CDIB, he established a reputation for having the ability to initiate and close technology transfer deals and also creating and building successful companies. In 1996, while at CDIB he formed Worldwide Semiconductor Manufacturing Company (WSMC), Taiwan's third largest semiconductor foundry behind Taiwan Semiconductor Manufacturing Company (TSMC) and United Microelectronics Corporation (UMC). During the process, he made over fourteen trips to the United States, personally recruiting the CEO of WSMC and a team of key employees from the United States. In 2000, he helped engineer WSMC's acquisition by TSMC for US$6 billion.

During the past few years, he has personally founded and led numerous companies and deals including among them: Taiflex, where he structured a technology transfer, investment and cooperation deal with Mitsui of Japan; AVC, where he restructured the management and closed a major investment from Furukawa; and Flexium, where he led its sales and marketing efforts and brought the company to profitability.

Under his leadership, CID has grown from a five person team to a twelve person team managing over US$200 million, which according to Taiwan Venture Capital Association ranks in the top five venture capital firm in Taiwan. Steven currently sits on the board of QUANTA Storage, Inc., World Wide Testing Technology, Inc., and Kinsus International Technology.

Steven is a MBA graduate of National Cheng-Chi University.
